[Financial News] Kim Sun-kyo, a People Power Party lawmaker accused of granting special favors to Kim Keon-hee's family in the Yangpyeong Gongheung District development, appeared before the Kim Keon-hee Special Prosecutor's Team (Min Joong-ki Special Prosecutor's Team).
On the 26th, Kim Sun-kyo arrived at the special prosecutor's office located in the KT Gwanghwamun Building West in Jongno-gu, Seoul, to undergo questioning.
Before his appearance, Kim Sun-kyo visited the memorial altar for the Yangpyeong public official who died during the special prosecutor's investigation and then met with reporters.
Kim Sun-kyo stated, "I am here to reveal the truth and restore the honor of the deceased Yangpyeong public official," adding, "The development charges for the Gongheung District are subject to procedures and cannot be imposed solely by the county governor's order." He further emphasized, "Public officials are under tremendous stress and suffering from illnesses," and explained, "I am here not for a coercive investigation, but to clarify the truth about these matters."
When asked by reporters, 'What did you discuss when you met Choi Eun-soon (Kim Keon-hee's mother) and Kim Jin-woo (Kim Keon-hee's brother)?' Kim Sun-kyo hesitated, saying, "I have never..." When asked about his relationship with Kim Chung-sik, he replied, "There is nothing between us."
The 'Yangpyeong Gongheung District preferential treatment allegations' concern suspicions that ESI&D, a company owned by Kim Keon-hee's family, received special favors during an urban development project in Gongheung-ri, Yangpyeong County, from 2011 to 2016. It is alleged that the county did not impose development charges and retroactively extended the project deadline. Choi Eun-soon served as CEO of ESI&D until 2014, after which Kim Jin-woo took over as CEO and reportedly exercised de facto management control.
Kim Keon-hee once served as an internal director at the company. The Anti-Corruption and Economic Crime Investigation Division, Gyeonggi Nambu Provincial Police Agency, which investigated the allegations, referred Kim Jin-woo and four other company officials to the prosecution for indictment in May 2023. However, it decided not to refer Choi Eun-soon and Kim Keon-hee, finding no evidence of their involvement.
The special prosecutor's team plans to question Kim Sun-kyo on several issues: why Kim Keon-hee's family was selected as the project operator, whether development charges were retroactively imposed for specific gains, and whether the Office of the President of South Korea was involved in the delay and retroactive imposition of development charges.
