Hwawoo LLC announced on the 24th that it will co-host a seminar with The Federation of Korean Industries (FKI) at the FKI Tower Conference Center in Yeouido on December 3. The event will examine recent government policy directions and corporate responses regarding improvements to the Corporate Venture Capital (CVC) system.
As the government, National Assembly, and industry discuss potential adjustments to the separation of banking and commerce and the CVC system, a range of institutional reforms are being considered. These include expanding the scope of external funding, regulations on overseas investment, and rules related to holding companies.
This seminar aims to bring together government officials, industry representatives, and legal experts to share insights on the current market environment and explore future directions for system operation amid ongoing discussions of regulatory changes.
Since the amendment of the Monopoly Regulation and Fair Trade Act (MRFTA) in 2021 allowed general holding companies to establish CVCs, these entities have become key platforms for large corporations to discover new business opportunities and expand investments in startups. The government is reportedly considering easing the 40% cap on external funding, increasing the permissible ratio of overseas investments, and rationalizing the 100% subsidiary requirement. Additionally, as policy directions emphasize expanding venture capital supply to foster national strategic industries such as Artificial Intelligence (AI), semiconductors, and shipbuilding, discussions on 'CVC Season 2' are gaining momentum.
Reflecting these trends, this seminar will feature presentations by key officials from relevant ministries, providing direct insight into policy directions.
In the first session, Kyungmo Nam, Director of Industrial Policy at the Ministry of Trade, Industry and Energy, will present on 'Strategies to Promote Investment in National Strategic Industries.' In the second session, Shincheon Kang, Director of Venture Investment at the Ministry of SMEs and Startups, will discuss the current status of CVC operations and directions for system improvement.
Jungseok Hong, Head of GRC Center at Hwawoo LLC and organizer of the seminar, stated, "As discussions on easing the separation of banking and commerce regulations intensify, it is crucial to find practical approaches from various perspectives to ensure that related systems both encourage corporate investment and maintain a sound market order. We hope this seminar will serve as a starting point for developing realistic improvement measures."
