According to police on the 20th, the Anti-Corruption Investigation Unit of the Seoul Metropolitan Police Agency (SMPA) summoned Chung for questioning as the complainant the previous day.
The questioning, which began at around 9:30 a.m., reportedly lasted about 11 hours until 8:30 p.m.
On September 30, Chung filed a complaint with the SMPA against President Choi, former Vice President Kim, and six other Dongyang University officials, accusing them of destruction of evidence and perjury with malicious intent. The complaint reportedly included claims that an internal document signed by a staff member at the time contradicted the court’s previous ruling, which stated that it was impossible to issue the certificate in August or September 2012 due to the absence of staff at the Language Education Center.
Chung’s legal team also argued that President Choi’s statements during the prosecution’s investigation—such as 'I never approved it' and 'There are no related documents'—were untrue. Additionally, they submitted evidence suggesting that documents related to the certificate were destroyed following an internal meeting shortly after the investigation began.
Meanwhile, in connection with the 'alleged forgery of Cho Min’s certificate' case, Chung was sentenced to four years in prison in 2022, while her husband, Cho Kuk, leader of the Rebuilding Korea Party (RKP), received a final sentence of two years in 2024. Both were granted a Liberation Day special pardon in August last year.
