The Seoul Hyehwa Police Station announced on the 11th that Mr. Seo, a man in his 30s, has been referred to the prosecution in custody on charges of drunk driving under the Road Traffic Act and dangerous driving resulting in death or injury under the Act on the Aggravated Punishment of Specific Crimes.
Previously, on the 5th, the court issued an arrest warrant, citing concerns that Mr. Seo might attempt to flee.
Mr. Seo is accused of driving his car for about one kilometer under the influence of alcohol at around 10 p.m. on the 2nd, then veering onto the sidewalk near Heunginjimun Intersection by Dongdaemun Station in Jongno District, where he struck a Japanese mother and daughter.
As a result of the accident, the mother in her 50s was transported to the hospital in cardiac arrest and ultimately passed away. The daughter, in her 30s, sustained injuries to her forehead, knees, and ribs.
The mother and daughter, who are from Osaka, arrived in Korea on the 2nd for a three-day, two-night trip. On the day of their arrival, they finished shopping at Dongdaemun Design Plaza (DDP) and were on their way to Naksanseonggwak-gil when the incident occurred.
At the time of the incident, Mr. Seo had consumed three bottles of soju and was driving in a state of extreme intoxication. His blood alcohol concentration, measured after the accident, exceeded the legal threshold for license revocation (0.08%).
