22 Open Positions Including Head of Korea Post at Ministry of Science and ICT Announced

The government is conducting an open recruitment for 22 open positions, including the Head of Korea Post at the Ministry of Science and ICT (MSIT), to attract talented individuals with expertise and competence.
The Ministry of Personnel Management announced on the 3rd that it will designate positions requiring expertise or efficient policy development as open positions and will implement the 'November 2025 Open Position Recruitment,' selecting outstanding talent from both inside and outside the public sector.
A total of 22 positions are available in this recruitment, with 15 director-general and bureau director level and 7 division director level positions to be filled across 16 ministries, including MSIT and the Ministry of Culture, Sports and Tourism (MCST).
The following positions are designated as career open positions, open only to private sector candidates: Standing Commissioner of the Busan Regional Labor Relations Commission at the Ministry of Employment and Labor (MOEL); Director of the East Sea Fisheries Research Institute at the National Institute of Fisheries Science (NIFS) under the Ministry of Oceans and Fisheries (MOF); Otolaryngology Department Head at Sorokdo National Hospital under the Ministry of Health and Welfare; Secretary-General of the Chungnam Regional Labor Relations Commission and Secretary-General of the Gyeongbuk Regional Labor Relations Commission at MOEL; and Public Relations Officer at the Ministry of SMEs and Startups.
Career open positions are designated primarily for areas where private sector experience and expertise are essential.
Director-general and bureau director level positions for senior officials include: Head of Korea Post at MSIT; Director of the National Gugak Center at MCST; Director of NIFS and Director of the East Sea Fisheries Research Institute at MOF; Minister at the Embassy of the Republic of Korea in Russia under the Ministry of Foreign Affairs; Inspector General at the Ministry of Agriculture, Food and Rural Affairs (MAFRA); Inspector General at the Ministry of Climate, Energy and Environment; and Standing Commissioners at the Busan and Gyeonggi Regional Labor Relations Commissions at MOEL.
Among these, the two standing commissioner positions at the Busan and Gyeonggi Regional Labor Relations Commissions are responsible for overseeing judgments on unfair dismissal and labor practices, mediation and arbitration of labor disputes, and decisions on bargaining representative cases. Candidates must meet the qualifications specified in Article 8, Paragraph 2 of the Labor Relations Commission Act.
Of these, the position at the Busan Regional Labor Relations Commission is open only to private sector applicants.
Division director level positions focus on specialized fields such as healthcare, labor, and audit.
Positions to be filled include: Director of Cheongju National Museum, National Museum of Korea at MCST; Otolaryngology Department Head at Sorokdo National Hospital under the Ministry of Health and Welfare; Secretary-General of the Chungnam and Gyeongbuk Regional Labor Relations Commissions at MOEL; and Public Relations Officer at the Ministry of SMEs and Startups.
