NTS Commissioner Im Gwang-hyeon: "AI Tax Innovation in Full Swing... Enhanced Delinquency Management and Employee Protection"

[Financial News] The National Tax Service (NTS) plans to fully implement taxpayer consulting services based on generative artificial intelligence (Generative AI) starting in 2028. At the same time, the agency aims to ease the burden on small business owners, support emerging industries and export companies, and strengthen management of high-value delinquent taxpayers, thereby enhancing both public welfare and fair taxation.
AI Transformation and Delinquency Management Innovation
On the 3rd, Commissioner Im Gwang-hyeon convened his first nationwide meeting with tax office heads at Government Complex Sejong 2, where he unveiled the 'Operational Plan for National Tax Administration.' The plan includes a comprehensive AI transformation of tax administration, innovation in delinquency management, minimizing on-site investigations, launching a special task force for delinquency, and establishing an Employee Protection Legal Team.
The agency will first pursue a full-scale transformation of tax administration through AI. The goal is to dramatically improve taxpayer services by providing consulting at the level of tax professionals to those who have struggled with complex tax laws and procedures.
NTS plans to build its own GPU infrastructure and introduce Generative AI models, focusing on three key areas: taxpayer services, fair taxation, and tax administration capabilities. The agency will identify and develop relevant projects in these domains.
Based on this foundation, full-scale AI-powered tax administration services will be launched in 2028.
An AI Transformation Task Force will serve as the control tower, and efforts will be accelerated to secure personnel, enhance security systems, and improve data management.
"Supporting the Real Economy with Compassionate Tax Administration"
NTS will provide maximum tax support to taxpayers facing difficulties due to economic downturns or disasters. The agency will also significantly reduce national tax credit card payment fees for small business owners.
In addition, tax support will be strengthened for companies in emerging industries such as AI and for small and medium-sized exporters. The 'K-SUUL AWARD' will be held to help small liquor companies expand overseas.
Delinquency management innovation for fair taxation will also be fully implemented. The National Tax Delinquency Management Unit will be established to conduct a comprehensive survey of the living conditions of 1.33 million delinquent taxpayers and provide tailored management based on individual circumstances.
For high-value delinquent taxpayers, the Special Task Force for Tracking High-Value Delinquent Taxpayers will be operated to establish a seamless response system from status checks and investigations to collection.
To protect employees from malicious complaints, the Employee Protection Legal Team has also been newly launched.
This legal team will be responsible for legal consultations, reviewing complaints, responding to investigations and trials, and handling unfair complaints. The deployment of security personnel at government offices will also be gradually expanded.
Commissioner Im stated, "We must always put the people at the center and continue to innovate national tax administration," and urged, "Please do your utmost to ensure that changes in tax administration can make a real difference in the economy and in people's lives."
