First Cold Wave Advisory Issued for Northeastern and Southwestern Seoul... 24-Hour Emergency Management Initiated

As of 9 p.m. on the 2nd, a Cold Wave Advisory took effect for the northeastern and southwestern areas of Seoul. Seoul Special Metropolitan City immediately activated its Cold Wave Emergency Response Center and announced plans to work closely with district offices and related agencies to enhance citizen protection and safety management at vulnerable facilities.
A Cold Wave Advisory is issued when the morning low is expected to remain below minus 12°C for at least two consecutive days. A Cold Wave Warning is issued if the morning low is forecast to stay below minus 15°C for two or more days.
This Cold Wave Advisory applies to 15 districts in northeastern Seoul (Dobong District, Nowon District, Gangbuk District, Seongbuk District, Dongdaemun District, Jungnang District, Seongdong District, Gwangjin District) and southwestern Seoul (Gangseo District, Yangcheon District, Guro District, Yeongdeungpo District, Dongjak District, Gwanak District, Geumcheon District).
Following the issuance of the Cold Wave Advisory, Seoul Special Metropolitan City and the 15 districts have immediately activated the Cold Wave Emergency Response Center and commenced 24-hour emergency operations. The center is organized into teams for overall situation management, daily support, energy restoration, medical quarantine, and rescue and emergency services, all aimed at minimizing damage.
The city and district offices will check on vulnerable seniors and residents of small rooming houses to prevent casualties from the cold. They also plan to strengthen counseling and patrols in areas where homeless individuals are concentrated.
Additionally, the city will provide citizens with health guidelines through social media. Real-time disaster alerts and information about nearby cold wave shelters will be shared via the Seoul Safety Nuri disaster information portal.
Han Byung-yong, Director of Disaster and Safety at Seoul Special Metropolitan City, stated, “The temperature has dropped sharply, enough to warrant a Cold Wave Advisory in early November. We will do our utmost to manage the situation and prevent any damage from the sudden cold. We also urge citizens to take extra care of their health during this transitional season.”
