Korean National Police Agency to Cooperate with China on Joint Operations and Investigations Against Voice Phishing

[Financial News] In response to the recent surge in cross-border crimes such as voice phishing (vishing), the police have decided to strengthen cooperation with China, including launching joint operations.
The Korean National Police Agency (KNPA) announced on the 2nd that it had signed a Memorandum of Understanding (MOU) with the Ministry of Public Security of the People's Republic of China (MPS) to cooperate in combating voice phishing and online scam crimes.
Following the Korea-China summit held in Gyeongju on the 1st, Jaesung Yoo, Acting Commissioner General of the KNPA, and Dai Bing, Chinese Ambassador to South Korea, attended the signing ceremony as representatives, with both heads of state observing.
The police authorities of both countries recognized the recent proliferation of scam crimes, particularly in Southeast Asia, as a shared social security issue and agreed on the necessity of establishing a systematic and continuous cooperative framework.
Accordingly, the two countries agreed to cooperate within the scope permitted by their respective laws in areas such as: collecting, exchanging, and analyzing information and evidence related to scam crime syndicates; conducting joint operations and investigations to track and apprehend criminals; rescuing, protecting, and repatriating victims; and tracing and freezing criminal assets.
With the signing of the MOU, both countries will further strengthen their joint response to cross-border crimes, including scam syndicates. The Korea-China Joint Consultative Body will be officially launched, with dedicated departments designated to operate a permanent cooperation network. The two sides plan to share information on scam crimes and carry out practical joint operations and investigations. The KNPA also intends to visit the MPS to discuss detailed cooperation methods and the signing of annexes.
The police explained that this agreement establishes an institutional foundation for eradicating cross-border scam crimes under the shared goal of 'public safety' for both countries.
Jaesung Yoo, Acting Commissioner General of the KNPA, stated, "Voice phishing and online scam crimes are representative cross-border threats to public welfare that cannot be eliminated by the efforts of a single country alone." He added, "With this MOU, both countries will work more closely together to minimize harm to citizens and create a safer society."
