"Jaesung Yoo Corrects Statement: 'Lee Jin-sook’s Arrest Was Not Reported, But Notified to the Office of the President of South Korea'"

Jaesung Yoo, Acting Commissioner of the KNPA, initially stated that he had reported the request for an arrest warrant for former Korea Communications Commission Chairperson Lee Jin-sook to the Office of the President of South Korea, but later corrected himself, clarifying that it was a notification.
During the comprehensive audit of the Security and Public Administration Committee on the 30th, Youn Kun-young, a member of the Democratic Party of Korea (DPK), asked whether the arrest warrant for Lee Jin-sook had been reported or simply notified. Yoo responded, "It should be considered a notification. Upon precise confirmation through the department head, it was notified via the police internal network email."
When asked if he had ever reported it by phone, Yoo replied, "No." In response to Youn’s comment that "notifying the Office of the President of South Korea through the police internal network is necessary because the President holds the authority to appoint high-ranking officials," Yoo explained, "It was notified because it was a major public security issue."
Shin Jung-hoon, Chair of the Security and Public Administration Committee, remarked, "The language used by the acting head of the police is inappropriate. Please be cautious."
Previously, in response to a related question from Joo Ho-young of the People Power Party, Yoo had said, "I submitted a written report to the Office of the President of South Korea." When Joo pointed out, "It appears the third request for an arrest warrant was made hastily after the first two were dismissed and criticism was received," Yoo replied, "I only reported the situation in which the warrant was issued on the third request." Joo further argued to Yun Ho-jung, Minister of the Interior and Safety (MOIS), "If the police report major cases to the Office of the President of South Korea, it is as if the prosecution’s investigative authority is being subordinated to the presidential office." Yun countered, "To my knowledge, the President, the Minister of the Interior and Safety, and the KNPA Commissioner do not direct investigations on individual cases."
Regarding the police’s description of the Yeosu–Suncheon Incident as a 'rebellion,' Yoo stated, "I will correct it." When Jeong Chun-saeng of the Rebuilding Korea Party (RKP) asked, "Was the Yeosu–Suncheon Incident a rebellion?" Yoo replied, "No."
Jeong pointed out that the Jeonbuk Police Agency’s public relations center had labeled the incident as the 'Yeosu–Suncheon Rebellion.' Although it was later revised to the 'Yeosu–Suncheon Incident,' Jeong emphasized that a promotional statement remained, claiming, "The police achieved significant results by suppressing the rebellion and unrest led by leftist forces." He criticized, "The police are promoting the history of civilian massacres, which should be a subject of reflection, as achievements. This is a distortion of history and secondary harm. We must clearly document this shameful history and ensure it is remembered."
Yoo responded, "We will conduct a comprehensive review of all other regional police agencies as well."
