Seoul Housing Forum to Be Held on the 27th... Discussion on Implementation Strategies for the Housing Promotion Fund

The Seoul Metropolitan Government announced on the 20th that any citizen interested in housing policy may participate. Applications are accepted on the Seoul Housing Forum website until the 26th. On-site registration will also be available on the day of the event. Attendees can listen to expert presentations and share their opinions during the Q&A session.
Since 2019, the Seoul Housing Forum has served as a platform for experts and citizens to exchange views on key housing policy issues each year. This year, the forum will focus on the urgent task of expanding housing supply in Seoul by highlighting the role of the public sector. Suggestions made during the forum will be compiled and reflected in the development of concrete implementation strategies for the Seoul Housing Promotion Fund.
The forum will begin with a keynote speech by Professor Man Cho of the Korea Development Institute (KDI), followed by separate international and domestic sessions.
The international session will feature presentations on successful public housing cases from various countries. Professor Heo Seon-jing of The University of Hong Kong (HKU) will discuss Hong Kong’s public housing financing model. Franz Sumnitsch, a social housing architect from Austria, will explain the role of the Vienna Housing Fund. Professor Seok-Young Paeng of Singapore Management University (SMU) will present the key factors behind Singapore’s successful public housing policies.
In the domestic session, Professor Chang-Moo Lee of Hanyang University will address strategies to revitalize Seoul-style redevelopment projects. Lee Ji-hyun, Director of Urban Renewal at the Housing Industry Research Institute, will discuss virtuous cycles in construction projects based on redevelopment. Heo Jihaeng, President of the Housing and Urban Finance Research Institute, will present the current status of financial support for urban renewal projects, proposing strategies to link Seoul-style redevelopment with financial measures.
A roundtable will follow, chaired by Professor Chang-Moo Lee, with both domestic and international presenters, Kim Jun-hyung, Chief of Real Estate Policy at the Seoul Metropolitan Government, and Professor Lee Hyun Seok of Konkuk University participating in the discussion. The roundtable will focus on strategies for utilizing the newly established Seoul Housing Fund, including the necessity of the fund, management plans, and public interest criteria.
Previously, the Seoul Metropolitan Government announced the introduction of the 'Seoul Housing Promotion Fund,' the nation’s first local government housing fund, at a press conference marking the third anniversary of Mayor Oh Se-hoon's inauguration in July. The city plans to raise a total of 2 trillion won over the next decade to expand financial support for private rental housing and redevelopment projects.
Kim Seong-bo, Second Vice Mayor for Administrative Affairs of the Seoul Metropolitan Government, stated, "At this Seoul Housing Forum, we expect to reassess the direction of Seoul’s policies and explore various policy and support measures to encourage private sector participation in housing supply."
