Gukhim "Cooperation on Financial Supervisory Commission Establishment Law"
The ruling and opposition parties agreed on the 10th to amend the rebellion, Kim Geon-hee, and Chae Hae-byeong 3 major special prosecutor laws. Led by the Deobureo Minjudang, they decided to ease the extension of investigation periods, increase manpower, and mandate the broadcast of the first trial of rebellion. The establishment of the Financial Supervisory Commission under the Lee Jae-myung administration will also be decided through negotiations between the ruling and opposition parties.
Kim Byeong-gi of the Deobureo Minjudang and Song Eon-seok of the Gungminuihim reached this agreement during a meeting at the National Assembly on the same day. Accordingly, the revised 3 special prosecutor laws are expected to be presented at the National Assembly plenary session on the 11th, and the Gungminuihim decided not to conduct a filibuster (an unlimited debate to obstruct proceedings under the National Assembly Act).
The revised 3 special prosecutor laws first decided not to further extend the investigation period. The Deobureo Minjudang's proposed amendment was to extend it twice by 30 days each, but the current special prosecutor law already specifies a 30-day extension and an additional 30-day extension with presidential approval, so they agreed that there was no need. As for investigation personnel, they decided to increase it to less than 10 essential personnel. The Deobureo Minjudang's proposed amendment significantly increased the rebellion special prosecutor to 70 dispatched prosecutors and 140 dispatched public officials, the Kim Geon-hee special prosecutor to 6 special prosecutors, 70 dispatched prosecutors, and 140 dispatched public officials, and the Chae Hae-byeong special prosecutor to 30 dispatched prosecutors and 60 dispatched public officials.
The provision mandating the broadcast of the first trial was decided to be eased. They accepted the judiciary's point that there was a legal issue and allowed the judge to decide on parts not to be broadcast.
They also discussed the first government organization restructuring plan under the Lee Jae-myung administration. The establishment of the Financial Supervisory Commission was initially raised as an agenda item. While the Gungminuihim agreed to cooperate in processing the Financial Supervisory Commission establishment law, they decided to negotiate the details with the ruling and opposition parties to reduce confusion in the division of work between the Financial Supervisory Commission, Financial Supervisory Service, and Financial Consumer Protection Agency. Although it is said to be limited to the Financial Supervisory Commission, it seems natural that the ruling and opposition parties will also negotiate the separation of the Ministry of Strategy and Finance into the Ministry of Planning and Budget and the Ministry of Economy and Finance. The government plan is to transfer domestic financial policy from the Financial Services Commission to the Ministry of Economy and Finance.
Also, although not part of the agreement that day, the Gungminuihim conveyed its opposition to the abolition of the Prosecutor's Office, the establishment of the Serious Crime Investigation Agency and the Prosecution Office, and the expansion and reorganization of the Ministry of Gender Equality and Family included in the government organization restructuring plan.
