Apartment Security Guards' Cleaning and Delivery Tasks to be Legalized

[Financial News] A legal basis has been established for security guards to perform cleaning or delivery management tasks in addition to their security duties.
The National Police Agency announced on the 8th a revision to the Enforcement Decree of the Security Services Act containing these details.
According to the amendment, the facility security duties of security guards now include △ cleaning and beautification assistance △ monitoring and organizing the separation and discharge of recyclable resources △ parking management and storage of delivery items.
In the past, the Security Services Act required the cancellation of permits for security businesses if they engaged in tasks like waste separation or delivery management outside of authorized security duties. However, there have been ongoing issues that this did not reflect the actual conditions of apartment security guards.
In fact, in 2019, the police canceled the permit of a security company for assigning non-security tasks to a guard. The company filed an administrative lawsuit to cancel the disposition and also requested a constitutional review of the Security Services Act.
In 2023, the Constitutional Court ruled that the law requiring the cancellation of a security company's registration for assigning non-security tasks to guards was unconstitutional, with a decision of 6 to 3 by the judges.
This amendment is a follow-up measure to that decision. The amendment will be implemented from January 8th next year after a public notice period.
