Their resignations are seen as an impact of the Ministry of Justice's personnel changes for high-ranking prosecutors (deputy chief prosecutors and division chiefs) on the 21st. In the personnel changes on the 21st, Deputy Chief Lee was reassigned to Daejeon High Prosecutors' Office, Director Kim was reassigned to Busan District Prosecutors' Office Western Branch, and Chief Kim was reassigned to Busan High Prosecutors' Office.
They are suspected of leading politically biased investigations. Deputy Chief Lee led the investigation team dedicated to the allegations against Myung Tae-kyun at Seoul Central District Prosecutors' Office, and Director Kim has a history of investigating President Lee Jae-myung's 'lawyer fee payment allegations'. Chief Kim concluded the investigation into 'First Lady Kim's luxury bag acceptance allegations' with a non-indictment decision.
Kim Jeong-hoon, Crime Information Officer 1 at the Supreme Prosecutors' Office (Judicial Research and Training Institute Class 36), also reportedly submitted his resignation immediately after the personnel changes on the 21st. He was appointed as the head of Criminal Division 1 at Jeju District Prosecutors' Office in this personnel change. Officer Kim investigated the allegations that Lee Kyu-won, the current Deputy Secretary-General of the Democratic Innovation Party, who was a prosecutor at the time, included false information in the interview report with construction businessman Yoon Jung-chun related to the 'villa sex entertainment allegations' involving former Vice Minister of Justice Kim Hak-ui. He also participated in the investigation to determine responsibility for the Itaewon disaster.
In addition, Park Seung-hwan, Deputy Chief Prosecutor 1 at Seoul Central District Prosecutors' Office (Judicial Research Institute Class 32), who was part of the command line of the 'First Lady Kim's luxury bag acceptance allegations' investigation, resigned ahead of the personnel changes and was dismissed from office. Dan Seong-han, Chief of Goyang Branch (Judicial Research and Training Institute Class 32), known as part of the 'Yoon Seok-yeol faction' and referred to as the 'Grim Reaper of Yeouido' during Lee Bok-hyun's tenure as the head of the Financial Supervisory Service, also resigned and left the prosecution.
