[Financial News] The business community, including the SME sector, expressed concerns about the Yellow Envelope Act (amendment to Articles 2 and 3 of the Labor Union Act), which passed the National Assembly plenary session led by the Democratic Party on the 24th.
The Korea Employers Federation, Korea Chamber of Commerce and Industry, Federation of Korean Industries, Korea International Trade Association, Korea Federation of SMEs, and Korea Federation of Medium Enterprises, the six major economic organizations, stated in a statement on this day, "The business community expresses regret over the passage of the amendment to Articles 2 and 3 of the Labor Union Act, which expands the scope of users and the concept of labor disputes and limits liability for damages for illegal disputes."
The six major economic organizations emphasized, "Although the scope of users and the concept of labor disputes have been expanded with this amendment to the Labor Union Act, it is unclear who the users are under the Labor Union Act and which business management decisions are subject to labor disputes, inevitably leading to legal disputes between labor and management in the future," and "The National Assembly needs to clarify the scope of users and the concept of labor disputes through supplementary legislation to minimize confusion in industrial sites."
They also urged, "The government should prepare thorough supplementary measures through close communication with the business community during the grace period," and "Please legislate the user's right to defense, such as allowing substitute labor, which is guaranteed in major advanced countries, to balance labor-management relations according to global standards."
Furthermore, they added, "The business community will also make every effort to modernize the labor market and establish cooperative labor-management relations."
