According to the police on the 22nd, institutions intending to sign a security cooperation MOU must have their validity reviewed by the International Cooperation Office of the National Police Agency. The targets include the National Police Agency, local police agencies, the Police University, the Police Human Resources Development Institute, and the Police Hospital. The National Police Agency recently overhauled the 'Regulations on the Conclusion of Exchange Cooperation Agreements with Foreign Police, etc.' containing these details.
Institutions wishing to sign an MOU must submit an application two months before the agreement and report to the Commissioner General of the National Police Agency. After receiving a review of the draft and signing the MOU, they must submit a result report.
The police plan to prioritize whether the MOU contributes to the national interest. The intention is to lead cooperation that can produce actual results, such as strengthening responses to transnational crime or protecting overseas nationals. They will also examine whether cooperation is needed for the extradition of fugitives or case cooperation, and whether continuous exchange is possible.
This measure aims to strengthen the effectiveness of exchange cooperation with foreign countries. The National Police Agency, local agencies, educational institutions, etc., have signed a total of 96 security cooperation MOUs since 1996. While most are actively exchanging, some MOUs where cooperation is not properly achieved require management, according to analysis. To this end, they will receive annual reports on exchange status and cooperation achievements and recommend the termination of ineffective MOUs.
The police plan to reflect this validity review plan and sign additional MOUs soon. The currently pursued MOUs specify that the two countries will share information and conduct joint operations, aiming to expand the scope of cooperation in transnational crime. They are preparing to sign MOUs with France, the Netherlands, Vietnam, the Philippines, Cambodia, Malaysia, Laos, Kazakhstan, and Jordan at the International Police Chiefs Meeting (IPS) in October.
A police official said, "We will strive to secure the effectiveness of MOUs and strengthen management to produce visible results."
