[Financial News] The Democratic Party has decided to process controversial bills that are difficult to handle under the ruling party's initiative in standing committees, such as the so-called 'Prohibition of Public Institution Entrenchment Act,' by designating them as fast-track items.
The Yellow Envelope Act (Amendment to Articles 2 and 3 of the Trade Union and Labor Relations Adjustment Act), the Commercial Act, etc., can be handled under the ruling party's initiative as the chairman of the relevant standing committee is a Democratic Party member. However, since the standing committee chaired by the People Power Party makes it difficult to process the bills, they plan to handle them through the fast track.
Democratic Party's Moon Jin-seok, Deputy Floor Leader, said on MBC Radio's 'Focus' that day, "We intend to designate the amendment to the Act on the Management of Public Institutions (Public Institution Act), which aligns the terms of the president and heads of public institutions, as a fast-track item in the plenary session on the 27th."
He said, "To process the amendment to the Public Institution Act in the regular National Assembly, it must pass the Planning and Finance Committee, but since the chairman of the Planning and Finance Committee is from the People Power Party, it is practically difficult to pass the standing committee," adding, "While bipartisan agreement is ideal, the opposition party has no reason to pass this law as it is against their interests."
He further emphasized, "Even if it means using the fast track, the amendment to the Public Institution Act must be passed to ensure that the terms of the heads of public institutions and the president align, allowing public institutions to support the national policy philosophy regardless of which administration comes to power."
The fast track can be designated if three-fifths (180 members) of the total members or more than three-fifths of the members of the relevant standing committee agree in the plenary session. Once designated as a fast-track item, the bill must be processed within a maximum of 330 days (180 days in the standing committee, 90 days in the Legislation and Judiciary Committee, and 60 days in the plenary session).
