[Financial News] The rebellion and foreign affairs special investigation team (Cho Eun-seok Special Investigation) is reportedly planning to request an arrest warrant for former Prime Minister Han Deok-soo on charges of engaging in important rebellion duties as early as the 20th. If the court acknowledges the seriousness of the case presented by the special investigation team and the risk of flight or evidence destruction, it will be an unprecedented situation where both the former presidential couple and the top two officials are arrested.
■Arrest warrant likely to be requested after the second summons
The special investigation team has requested former Prime Minister Han to appear at the special investigation office at 9:30 AM on the 19th.
This is the second summons for former Prime Minister Han, following the one on July 2nd. The special investigation team secured materials by searching former Prime Minister Han's residence on the 24th of the same month.
Since its inception, the special investigation team has not missed two summonses while re-arresting former President Yoon Seok-yeol and arresting former Minister of Public Administration and Security Lee Sang-min.
Former President Yoon was summoned to the special investigation office on June 28th and July 5th, and an arrest warrant was requested on July 6th without additional summons. This was 16 hours after the second investigation. Former Minister Lee was also summoned on July 15th and 25th. The special investigation team submitted an arrest warrant to the court five days later on charges of engaging in important rebellion duties and abuse of authority.
The strategy of the Kim Geon-hee special investigation team (Min Jung-gi Special Investigation) is similar in that it shortens the summons investigation for key figures. The special investigation team also summoned Mrs. Kim only once on the 6th and immediately requested an arrest warrant the next day.
The special investigation teams' rapid pace is interpreted as a strategy to secure custody by applying provable charges first, given the limited legal time available. It is generally known that a suspect can receive legal assistance from a lawyer even while in custody, but the psychological pressure is reportedly greater.
Additionally, it seems that the existing prosecution, police, and high-ranking public officials' crime investigation office (Gongsoocheo) had already secured a significant amount of materials during the investigation stage. The special investigation team may have judged that there is a risk of evidence destruction, given that most of the figures involved in rebellion and stock manipulation deny the charges. Former President Yoon has refused all investigations and trials since his arrest, and Mrs. Kim is exercising her right to remain silent during the special investigation.
On the other hand, there are many allegations that need to be clarified. The rebellion special investigation team must also look into foreign exchange charges, and the Kim Geon-hee special investigation team must clarify more than 16 allegations. It is also analyzed that public expectations and expectations for the special investigation team were reflected.
■Prime Minister, a key accomplice in 'rebellion procedures'
Former Prime Minister Han is suspected of participating in or abetting the illegal emergency martial law declaration by former President Yoon on December 3rd last year. He is also identified as an accomplice in the charge that former President Yoon drafted and discarded a post-martial law declaration to address the legal flaws in the initial martial law declaration.
He is also suspected of perjury at the Constitutional Court and the National Assembly, claiming he was unaware of the martial law declaration, and of being involved in obstructing the National Assembly's resolution to lift martial law during a phone call with former People's Power Party floor leader Choo Kyung-ho at 11:12 PM on the day of martial law.
The Prime Minister, acting under the President's orders, oversees the executive departments and directs and supervises the heads of administrative agencies. The recommendation for martial law declaration by the Minister of National Defense or the Minister of Public Administration and Security is also made to the President through the Prime Minister. The Prime Minister also serves as the vice-chairman of the Cabinet meeting.
Given the involvement in decision-making and actions before and after the martial law declaration, the special investigation team reportedly views him as a 'key accomplice' in rebellion acts due to illegal martial law.
Meanwhile, the Kim Geon-hee special investigation team summoned Mrs. Kim for the second time on this day to investigate allegations of involvement in nominations and the Deutsche Motors stock manipulation case. The special investigation team also brought to trial Yoon Mo, the former global head of the Unification Church, and Lee Mo, known as the 'Geonjin Monk Broker,' in custody over the 'Geonjin Monk Bribery Allegations.'
Yoon is accused of bribing Mrs. Kim with expensive diamond necklaces and Chanel bags through Geonjin Monk Jeon Seong-bae to lobby for church matters. Lee, known to be close to Jeon, is accused of receiving money in return for lobbying on matters related to public officials' duties (aggravated punishment for specific crimes). On the same day, the special investigation team attempted a second search and seizure of the People's Power Party to secure a list of 'Unification Church Entry Allegations.'
