[Financial News] The Special Prosecutor's Team for Insurrection and Foreign Affairs (Cho Eun-seok Special Prosecutor) will summon Han Deok-soo, former Prime Minister, as a suspect on the morning of the 19th.
Park Ji-young, Insurrection Special Prosecutor, stated at a regular press briefing held at the Seoul High Prosecutor's Office in Seocho-gu, Seoul, on the afternoon of the 18th, "We requested the former Prime Minister Han to be summoned as the accused at 9:30 a.m. on the 19th," and added, "We understand he will attend."
The special prosecutor's team plans to focus on questioning former Prime Minister Han, who was the 'second-in-command of the state,' regarding suspicions of involvement or abetment in the illegal martial law declaration by former President Yoon Seok-yeol on December 3 last year.
Park Special Prosecutor stated in this regard, "It is expected that the investigation will primarily focus on how the role or constitutional duty of the Prime Minister, as the President's first assistant institution and vice-chairman of the Cabinet Meeting, can be connected to criminal responsibility in relation to the declaration or lifting of martial law."
According to the Constitution and the Government Organization Act, the Prime Minister commands and supervises the heads of administrative agencies under the President's orders. In other words, since the Prime Minister is involved in decision-making before and after the martial law declaration procedure, the special prosecutor's team views him as a 'key accomplice' in the insurrection act resulting from the illegal martial law.
Former Prime Minister Han is also suspected of drafting and discarding a post-martial law declaration to supplement the legal flaws of the initial martial law declaration and of interfering with the National Assembly's resolution to lift martial law by communicating with former People's Power Floor Leader Choo Kyung-ho at around 11:12 p.m. on the day of the martial law.
To investigate former Prime Minister Han, the special prosecutor's team summoned him once last month to investigate the overall related suspicions, and on the 24th of the same month, they searched and seized his residence, the Prime Minister's official residence, and the residence of former Chief Secretary Kang.
Meanwhile, the special prosecutor's team plans to decide whether to file charges before the expiration of the detention period on the 21st, after completing the investigation of former Minister of the Interior and Safety Lee Sang-min. Former Minister Lee is accused of engaging in important insurrection duties, abuse of authority, and perjury. Among the cabinet members of the Yoon Seok-yeol administration, he is the second to be accused of being an accomplice in the insurrection, following former Minister Kim Yong-hyun.
