[Financial News] In relation to the criticism that the police response was inadequate in the Incheon homemade gun incident, the police are preparing measures to prevent recurrence.
Yoo Jaeseong, Acting Commissioner of Police, said at a regular press conference held at the National Police Agency in Seodaemun-gu, Seoul, on the 18th, "We are forming a task force (TF) centered on the Crime Prevention Bureau Chief to devise measures to respond to gun incidents."
The police are comprehensively discussing measures such as strengthening necessary equipment, including manual maintenance, and enhancing response training. Acting Commissioner Yoo said, "Once the measures are devised, we will strive to respond more actively on the ground."
The police are conducting an internal audit for a fact-finding investigation related to this incident and plan to take disciplinary action based on the results. Prior to this, the National Police Agency issued a standby order to Park Sangjin, former chief of Incheon Yeonsu Police Station, and the situation management officer on the day of the incident, to the Incheon Police Agency's Planning and Coordination Division.
Acting Commissioner Yoo emphasized, "Regarding the national tasks announced by the National Planning Committee on the 13th, we will promote work in a direction that strengthens the neutrality and fairness of police activities." The announcement by the National Planning Committee included the realization of the National Police Commission to strengthen democratic control over the police and the introduction of a local police system to decentralize police power.
Acting Commissioner Yoo said, "During the 2021 investigative power reform, we meticulously prepared internal and external control mechanisms to prevent the abuse of police investigative power," and "We will continue to improve these to maintain the fairness and neutrality of investigations and quickly establish detailed plans to implement national tasks."
He added, "The authority given to the police is entrusted by the people and should only be exercised for the people," and "We will create changes that the public can feel, with the mindset that police investigations are not authority but responsibility and duty."
Regarding the decision on personnel reallocation, which includes reducing mobile patrol unit personnel, he said, "We focused on enhancing response capabilities to rapidly increasing mass fraud, drugs, and relational crimes, and alleviating regional security imbalances," and "The mobile patrol units will expand their role with special prevention activities such as intensive patrols around relational crime perpetrators or high-risk repeat offenders."
Regarding the promotion of drug tests for superintendents and above, he said, "Since the police are responsible for protecting the lives and safety of the public and conducting drug investigations, they must first be confident in front of the public," and "Since the military, aviation, and railways have introduced it under regulations, we will prepare an implementation plan by referring to these cases."
