Filming while group assaulting a middle school girl... Letting it go because they are kids?

[Financial News]  In Cheonan, Chungnam, middle and high school students who group-assaulted a first-year middle school student are under police investigation. Some of the perpetrators are reportedly 'juvenile delinquents' who are not criminally responsible. 
According to the police on the 18th, the Cheonan Dongnam Police Station has booked five teenagers for group assaulting the victim student.
They are accused of group assaulting Ms. A (13) in a vacant lot in Shinbu-dong, Dongnam-gu, on the evening of the 14th.
The police have also secured testimonies that the assailants filmed the assault on Ms. A and are forensically examining their mobile phones.
It has been confirmed that Ms. A, who suffered bruises on her face and abrasions on her body, is hospitalized. The assailants are reported to be acquaintances of Ms. A.  
A police official stated, "We plan to apply charges of joint injury or joint assault after verifying the victim's hospital diagnosis, and it seems the video was not distributed externally," adding, "We are confirming the detailed circumstances of the crime."
