The government announced on the 6th that it has additionally declared 16 cities, counties, and districts and 20 towns, townships, and neighborhoods in Gwangju, Gyeonggi, Sejong, Chungbuk, Chungnam, Jeonnam, Gyeongbuk, and Gyeongnam, which were affected by the heavy rain from July 16 to 20, as special disaster areas with the President's approval.
The Ministry of the Interior and Safety announced that following the preliminary investigation on July 22, which first identified the damage from the heavy rain in six cities and counties, it has additionally declared not only cities, counties, and districts that meet the declaration criteria but also towns, townships, and neighborhoods based on the results of the 'Central Joint Investigation'.
The areas newly declared as special disaster areas will receive additional national funding for part of the restoration costs that local governments are responsible for, thus reducing the financial burden.
In addition, disaster relief funds (provided equally regardless of the declaration of special disaster areas) will be provided to affected residents, along with indirect benefits such as deferment of national and local tax payments and reductions in public utility charges.
Special disaster areas receive 24 benefits such as deferment of national tax payments, which are provided to general disaster areas, and an additional 13 benefits such as reductions in health insurance, electricity, telecommunications, city gas charges, and district heating charges.
Minister Yoon Ho-jung stated, “We have declared special disaster areas by subdividing down to the town, township, and neighborhood level to ensure no affected area is left unsupported by the heavy rain,” and added, “We will do our best to ensure that the affected residents and regions can quickly return to their daily lives through the establishment of rapid recovery plans and the execution of recovery budgets.”
Meanwhile, the Ministry of the Interior and Safety plans to ensure that administrative and financial support can be quickly implemented, as in this case, if damage exceeding the national treasury support criteria occurs due to heavy rain on August 3-4.
