[Financial News] The special prosecutor team for insurrection and foreign affairs (Cho Eun-seok special prosecutor) is summoning Nosangwon, former intelligence commander, for investigation on charges of aiding insurrection for a third party.
Park Ji-young, assistant special prosecutor for insurrection, said in a regular briefing on the afternoon of the 4th, "We are conducting a reference investigation on former Commander No for charges of aiding insurrection," and added, "It is regarding aiding insurrection for a third party, and this person is not currently on trial."
Assistant Special Prosecutor Park also stated, "If frequent calls were made with a specific person during a specific period, it can be suspected that the person is closely related to the insurrection activities," and explained, "However, such secretive activities are often conducted with 'burner phones' (phones registered under false names), making it difficult to identify the call recipient."
He continued, "Although encrypted phone communication records can reveal the call recipient, this is not the case here, so we need to verify and identify the personal details of the person involved," adding, "We are also investigating how many people are involved."
The lawyer for former Commander No met with reporters at the Seoul High Prosecutors' Office on the morning of the same day, stating, "It is a reference investigation related to third-party insurrection aiding charges," and added, "If the special prosecutor team asks about foreign affairs, it will be difficult to cooperate easily."
Additionally, the special prosecutor team is calling in former Minister of Public Administration and Security Lee Sang-min, who is detained at Seoul Detention Center, to the Seoul High Prosecutors' Office where the special prosecutor team's office is located, for investigation at around 10 a.m. on the same day. The special prosecutor team is expected to inquire about △instructions related to power and water cuts during the December 3 martial law △the process of convening a cabinet meeting before the proclamation of the December 3 martial law.
Assistant Special Prosecutor Park responded to a question about whether the investigation into the 'Samcheong-dong secret meeting' allegations related to former Minister Lee is also being conducted, saying, "Just because the allegations were not included in the arrest warrant does not mean that no investigation was conducted before the warrant was requested," and added, "Some investigation has been conducted, but no clues were found to constitute a criminal fact."
Regarding some opinions that former Prime Minister Han Deok-soo and former Deputy Prime Minister and Minister of Strategy and Finance Choi Sang-mok cannot be punished for violating the National Assembly Testimony Act because the National Investigation Special Committee has already been dissolved, he stated, "If there is no complaint from a specific investigation committee, punishment is not possible, but perjury can be sufficiently reflected in sentencing," and added, "The investigation itself is possible."
