The Ministry of the Interior and Safety announced on the 30th that it has significantly overhauled 2,153 out of 2,608 tasks requiring a certificate of seal impression in collaboration with central administrative agencies and local governments.
The certificate of seal impression is a representative means of verifying one's intention, but it requires preparing a seal according to the standards set by the 'Seal Impression Act Enforcement Decree', reporting it to the administrative office, and obtaining it, as well as visiting the registration office to report changes, causing great inconvenience to the public.
Accordingly, the Ministry of the Interior and Safety promoted a comprehensive overhaul of the certificate of seal impression. As a result of the overhaul, 42.6% of the tasks were converted to not require the submission of a certificate of seal impression at all, and 52.7% were improved to be replaced with copies of identification cards or certificates of personal signature verification.
Specifically, significant institutional improvements were made, such as △ abolishing 295 tasks that required submission without legal basis △ abolishing 242 provisions or forms requiring a certificate of seal impression △ deleting the certificate of seal impression from required documents for permit applications 381 tasks △ replacing the certificate of seal impression with copies of identification cards, etc. 313 tasks △ changing to optional submission of either the certificate of seal impression or the certificate of personal signature verification 822 tasks.
The Ministry of the Interior and Safety plans to systematically manage tasks related to the certificate of seal impression by supplementing relevant regulations to review the necessity in advance if administrative agencies intend to add a certificate of seal impression to required documents or establish new civil affairs tasks requiring a certificate of seal impression.
Park Yeon-byeong, Director of the Local Autonomy Division, said, “For identity verification, it is desirable for the public to use more convenient means such as mobile resident registration cards and certificates of personal signature verification,” adding, “In cases where verification of the seal impression is absolutely necessary, we plan to provide the relevant information to related institutions through system linkage so that the applicant does not have to obtain the related certificate separately.”
