Yoon Ho-jung, Minister of Public Administration and Security, stated on the 25th, "We will mobilize all government capabilities to speed up disaster recovery so that the people can return to their daily lives as soon as possible."
Minister Yoon said in his inaugural address, "The Ministry of Public Administration and Security, which I have come to know over the past month, is a true 'central department of national administration' that performs tasks directly related to the daily lives of the people, such as public safety, local autonomy, and balanced development, and holds the center of government," he said.
He continued, "The new government, born from the aspirations of the people, could only achieve the fruition of a new era after the roses bloomed, enduring the harsh winter cold, and it requires our united hearts and minds to implement a 'people's sovereignty government' that will never be shaken again," he emphasized.
Minister Yoon further stated that South Korea is facing complex crises such as low growth, economic recession, population decline, deepening polarization between the capital region and non-capital regions, the crisis of local extinction, unpredictable extreme climates, and the emergence of new and complex disasters, threatening the peaceful daily lives of the people, and he pledged to focus the ministry's capabilities on solving these issues.
He promised to "transform into a Ministry of Public Administration and Security that 'does what needs to be done, properly.'"
To this end, he expressed his determination to fulfill the government's basic duty of protecting the lives and safety of the people.
He stated, "I will never forget the mission as the main department for disaster safety. I will prepare one step ahead and take responsibility until the end," and indicated that he would review the disaster safety management system by re-examining all elements from field inspections to response system improvements, industry, and personnel development for more proactive disaster response and safety management.
He particularly expressed his intention to prepare more deeply and broadly for future disasters and to support disaster recovery more swiftly and comprehensively from the perspective of the people suffering from disasters.
Above all, he emphasized recovering the people's trust in the government by empathizing with the pain of the victims and bereaved families of various disasters and accidents and listening to each individual's voice.
Minister Yoon also expressed his intention to take care of the people's livelihood and revitalize the regions.
He stated, "I will not miss the golden time for economic recovery. I will cooperate with local governments, companies, and citizens, and use finances as a priming water to restore the virtuous cycle of the economy," and explained, "I believe that the livelihood recovery consumption coupons and regional love gift certificates will become a cool breeze that is desperately needed by small businesses and alley merchants, restoring the depressed consumer sentiment."
He also revealed his intention not to spare necessary support so that the regions can design and grow their future independently.
He stated, "I will boldly transfer policy decision-making authority, trusting in the capabilities of the regions and residents, to implement mature local autonomy where the central and local governments jointly address national issues and residents solve local problems independently," and reiterated, "I will fundamentally reform various balanced development policies to help regions on the brink of extinction escape chronic existential crises and achieve balanced growth nationwide."
He plans to lay the foundation for public policy to advance into a competent and efficient AI democratic government using artificial intelligence.
He stated, "We have accumulated valuable experience in achieving the world's No. 1 e-government and digital government," and emphasized, "The Ministry of Public Administration and Security will take the lead in pioneering public AI transformation and fundamentally innovate the paradigm of public administration by maximizing government capabilities and efficiency."
