[Financial News] The police are focusing on official development assistance (ODA) to support developing countries. As the damage from transnational crimes such as telephone financial fraud (voice phishing) increases, it is expected that ODA will strengthen international cooperation with overseas security authorities.
According to the police on the 24th, the National Police Agency is conducting a security ODA project worth 4.8 billion won as of 2025. ODA refers to international cooperation where the government, rather than private entities, supports countries seeking assistance.
Excluding cooperation with the Korea International Cooperation Agency (KOICA) (6 cases), the National Police Agency's ODA projects amount to 6 cases. The budget is 3 billion won, a 10% increase compared to last year (2.7 billion won).
The National Police Agency is sharing related systems with countries where security is relatively poor. It also supports strengthening the investigative capabilities of overseas security authorities.
The National Police Agency is carrying out a project to strengthen the drug investigation capabilities of the Mongolian police from 2023 to 2027. The project was initiated as Mongolia requested support in the drug investigation field since 2021. A digital forensic lab will be established at the Mongolian National Police Agency, and 5.3 billion won will be invested in developing drug investigation systems and providing cyber and drug investigation training.
Projects such as building a crime information management system for the Democratic Republic of the Congo police and strengthening forensic science capabilities in Vietnam are also underway.
The police aim to expand exchanges with foreign countries through ODA and increase their voice on the international stage. While ODA is considered an obligation to cooperate as a member of the international community, it also serves as an opportunity to enhance diplomacy by strengthening cooperation with recipient countries. The United Nations (UN) has recommended spending 0.7% of Gross National Income (GNI) on ODA.
Given the recent crime trends, international cooperation is deemed more important than ever. Last year, the damage from voice phishing amounted to 854.5 billion won, a record high, and it is expected to exceed 1 trillion won this year, indicating that the damage from cross-border crimes is increasing.
A police official said, "Security ODA will be promoted to be linked with achievements such as protecting overseas nationals, responding to transnational crimes, and strengthening international cooperation."
