[Financial News] The end-of-war declaration pursued by the Moon Jae-in administration is resurfacing as the Lee Jae-myung administration takes office. Park Sang-cheol, chairman of the American Constitutional Law Society and honorary professor of North Korean Studies at Kyonggi University Graduate School of Political Science, who participated in the Democratic Party's election strategy committee during the presidential election, has come forward with this claim.
Chairman Park is expected to present solutions for inter-Korean relations, including the end-of-war declaration, at the regular general meeting forum of the Yoonsan Peace Law Forum on the 29th, as announced on the 24th.
The core of Chairman Park's proposed solution for inter-Korean relations is that an end-of-war declaration is necessary to end the unstable armistice agreement. He argues that South Korea must take the lead in transitioning the armistice agreement into a peace agreement to institutionally achieve peace on the Korean Peninsula.
Chairman Park believes that the reason the two Koreas have not significantly clashed is due to the balance of military power, not because the armistice agreement is effectively in force. Therefore, he argues that a national consensus should be gathered through parliamentary approval and a national referendum to establish institutional mechanisms such as an end-of-war declaration and a peace agreement.
Previously, the Moon Jae-in administration and the Democratic Party, which achieved inter-Korean and North Korea-U.S. summits, also attempted an end-of-war declaration. However, negotiations were halted and derailed due to the 'Hanoi No Deal' between Kim Jong-un, Chairman of the State Affairs Commission of North Korea, and Donald Trump, President of the United States.
Meanwhile, Chairman Park is an expert in inter-Korean relations, having served as an advisor to the National Unification Advisory Council, a chief professor of North Korean Studies at Kyonggi University, and director of the Korean Peninsula Strategy Research Institute. He served as the 9th National Assembly Legislative Research Office Director and, during the last presidential election, helped elect President Lee Jae-myung as the head of the Basic Social Committee of the Democratic Party's election strategy committee.
