[Financial News] The Rebellion and Foreign Exchange Special Prosecutor Team (Cho Eun-seok Special Prosecutor) emphasized that the investigation into foreign exchange allegations surrounding former President Yoon Seok-yeol is a duty specified by the Special Prosecutor Law. It drew a line against some claims that the foreign exchange investigation by the Special Prosecutor Team harms national interest.
Park Ji-young, Rebellion Special Prosecutor, stated at a press briefing on the afternoon of the 23rd, "The foreign exchange investigation is a matter specifically regulated by law according to the Special Prosecutor Law, and the cases of complaint or accusation are what the Special Prosecutor Team must handle," adding, "The Special Prosecutor Team must investigate the foreign exchange allegations, and failing to confirm specific facts regarding the allegations would be dereliction of duty."
He continued, "Some say the foreign exchange investigation by the Special Prosecutor Team is 'political' and criticize that the investigation by the Special Prosecutor leaks military secrets and undermines national security," adding, "It should be refrained from saying the Special Prosecutor Team's investigation is political and that military secrets, which have not been leaked, have been leaked."
Among the investigation targets specified in Article 2 of the Rebellion and Foreign Exchange Special Prosecutor Law is "the criminal allegations of attempting to provoke war or armed conflict by inducing an attack from North Korea through methods such as drone infiltration into Pyongyang in connection with the 12·3 Martial Law, and the criminal allegations of attempting rebellion and military revolt by proclaiming martial law through this." In other words, incidents like the drone infiltration into Pyongyang by the military in October last year are subjects of the foreign exchange investigation.
In this regard, the Special Prosecutor Team is investigating Kim Yong-dae, the Commander of the Ministry of National Defense's Drone Operations Command, who is at the core of the foreign exchange allegations. Commander Kim is accused of writing false documents (false official document creation and use) to conceal the fact that the Ministry of National Defense's Drone Operations Command deployed drones into Pyongyang in October last year.
According to the office of Democratic Party lawmaker Boo Seung-chan, the Ministry of National Defense's Drone Command stated in documents related to the proficiency flight training of the Reconnaissance Drone Company that training was conducted with UAVs No. 74 and No. 75 on October 15, 2023. However, it is suspected that UAV No. 74 actually crashed in Pyongyang before the actual training date, and only UAV No. 75 participated in the actual training. The Special Prosecutor suspects that the Drone Command deliberately concealed this.
The Special Prosecutor Team suspects that former President Yoon might have directly instructed the Drone Operations Command to prepare for drone deployment into Pyongyang, bypassing the Ministry of National Defense and the Joint Chiefs of Staff in October to November last year, or that he might have attempted to create a pretext for proclaiming martial law by inducing an attack from North Korea.
