Choi Dong-seok, the new head of the Personnel Innovation Office, stated on the 21st, "The biggest goal of personnel administration is to democratize all administrative tasks. This is because only when administration is democratized can it become a true 'people's sovereignty government'."
At the inauguration ceremony, Director Choi expressed that taking on the heavy duty of the head of the Personnel Innovation Office is his last social service in his life, and said, "Although administrative democratization is not a legal term, as stipulated in Article 7 of the Constitution, 'Public officials are servants of the entire people and are accountable to the people,' I believe this constitutional command is the foundation of 'administrative democratization'."
Director Choi obtained a Ph.D. in Business Administration from Justus Liebig University Giessen in Germany and served as the head of the Personnel Organization Reform Team at the Bank of Korea, a policy advisor for government job analysis at the Central Personnel Committee, the head of personnel organization at Kyobo Life Insurance, and the director of Choi Dong-seok Personnel Organization Research Institute.
Director Choi cited decentralization, autonomy, and networks as important elements for administrative democratization.
He pointed out that 'decentralization' is the most challenging task.
He explained, "Decentralization means returning all authority to each job holder," and "In the crypto industry, decentralization is called 'decentralization,' which means eliminating the center."
According to him, Bitcoin is structured in a perfectly decentralized manner and is considered the safest and most perfect structure among all digital structures developed by humanity.
He emphasized, "Our personnel administration should also achieve perfect decentralization, like the Bitcoin network."
To achieve this, he reiterated that all public officials must shift the paradigm from position-rank-centered personnel administration to job-centered personnel administration.
He also urged that, according to Article 57 of the National Public Service Act (Duty of Obedience), public officials must obey the job-related orders of their superiors when performing their duties, but if they judge the orders to be unreasonable or irrational, they should raise objections and find rational alternatives through dialogue and discussion.
Regarding autonomy, he stated, "All public officials should be able to work as 'independent autonomous entities' in performing their duties," and "An officer should not become a slave to a manager, and a manager should not become a slave to a director," expressing his intention to promote personnel administration based on job autonomy.
He particularly pointed out that as work progresses in the course of performing one's duties, feedback must be received from stakeholders related to the issue, and when such feedback is exchanged, a good network is formed, which will illuminate collective intelligence and achieve at least minimal administrative democratization.
He emphasized, "When such a virtuous cycle is achieved, the pyramid-shaped hierarchical structure will change to a network-type horizontal structure," and advocated for changing the Personnel Office in this way first.
