The Ministry of the Interior and Safety announced on the 20th that it will conduct the '2025 Resident Registration Fact-Finding Survey' for all citizens from tomorrow until October 23.
The resident registration fact-finding survey is conducted annually to verify the consistency between the registered address and the actual residence.
It is an important survey that serves as basic data for various policy formulations such as welfare, housing, elections, and taxation by the state and local governments.
To enhance the convenience of participating citizens, a 'non-face-to-face digital survey' will be conducted first from 9 a.m. on the 21st until midnight on August 31.
Afterward, local officials will visit residences to directly verify through an on-site survey (9.1. ~ 10.23.).
The non-face-to-face survey is conducted by having the survey target access the 'Government24' app from their residence (registered address) and respond to the fact-finding items.
To confirm that the target resides at the registered address using location-based (GPS), participation must occur from their registered address, and in this case, one person per household with the same address can represent the entire household in responding to the fact-finding items.
Due to the increase in dual-income households and single-person households, the non-face-to-face survey, first introduced in 2022, saw participation from 7.99 million people in 2024, nearly doubling from 2023.
This year, to make participation in the non-face-to-face survey even more convenient, the survey method has been improved by adding 'mobile ID' to the existing 'simple authentication' for identity verification.
 The non-face-to-face survey period will be extended by 6 days compared to 2024, and a dedicated page will be operated to allow immediate participation in the non-face-to-face fact-finding survey upon accessing the 'Government24' app during the period.
With the full reorganization of 'Government24' to 'Government24+', participants must update the Government24 app to the latest version and allow location access permissions in the phone settings for the Government24 app to participate in the survey.
The on-site survey conducted after the non-face-to-face survey will target households that did not participate in the non-face-to-face survey and key survey households, and even if they participated in the non-face-to-face survey, an on-site survey will be conducted if they are a key survey target.
Key survey targets include △centenarians △long-term unregistered residents for over 5 years △suspected deceased △high-risk welfare crisis households, and △households with long-term unapproved absences and school-age children not attending school.
In particular, the fact-finding results of high-risk welfare crisis households, which are part of the 'welfare crisis household identification targets,' will be shared with the Ministry of Health and Welfare to eliminate welfare blind spots and support crisis households.
If the local official's on-site survey results do not confirm actual residence or if the resident registration information is different for another person, additional verification surveys will be conducted by the local government official.
