[Financial News] The National Planning Committee has formalized the completion of the first report to President Lee Jae-myung on national tasks and organizational restructuring. The committee mentioned that the direction of the organizational restructuring is in line with the president's existing announcements, explaining that 'the dispersion of excessively concentrated power' is key. The government name will not be decided separately and stated, "Let the people decide."

Lee Han-joo, Chairman of the National Planning Committee, said at a press conference marking one month since the committee's launch in Jung-gu, Seoul on the 13th, "We reported the draft list of national tasks to the president on July 3," adding, "There were no major disagreements, so we will complete the national tasks and organizational restructuring within the prepared framework." He stated, "The organizational restructuring has been centered around the prosecution and the Ministry of Strategy and Finance. There were no disagreements on the direction itself, but there might be some concerns about whether we can preserve the state's capacity intact when separating investigation and prosecution."
The committee views the basic principles and direction of organizational restructuring from two perspectives: △the dispersion of excessively concentrated power △responding to future crises in South Korea. Park Hong-geun, head of the planning division of the committee, said, "The prosecution and the Ministry of Strategy and Finance would fall under the former, and issues related to the Ministry of Climate and Energy would fall under the latter," adding, "The committee's role is to create a proposal for this, and future legislation, etc., needs to be coordinated with the presidential office and the party."
The committee once again emphasized that the direction of organizational restructuring is in line with the president's existing announcements. The first priority is the president's speeches and announcements, the second priority is the pledge book, and the third priority is agreements or additional demands.
Constitutional amendment is also expected to be included in the national tasks. Park said, "Since the president has mentioned parts through speeches, announcements, or the pledge book, we are in the process of reviewing and organizing that content," adding, "Therefore, the promotion of constitutional amendment will naturally be included in the national tasks. However, the extent to which certain parts will be included is still in the discussion stage. The timing was mentioned by the president as either the local elections or the general elections."
He added, "We are listening to opinions from various sectors on how much more specific content will be included," and added, "We believe that it is worth thoroughly reviewing and discussing the 'National Initiative System' that disappeared after the Yushin era."
Government Name 'Undecided'... "Can't Decide in One Word"
The current government name will not be decided separately. Chairman Lee explained, "In the past, there were goals like the People's Government, the Participatory Government, but now there are various principles, visions, and goals, so it's difficult to express in one word. Instead of doing this in parallel, we decided not to decide and let the people name the government."
Park also stated, "The principle of national sovereignty in Article 1 of the Constitution is a consistent and primary principle of governance for the Lee Jae-myung government," adding, "The committee's future national vision and the principles of governance will naturally reflect that part as a priority. During his candidacy, President Lee used expressions like 'Government of National Sovereignty' and 'Government of National Integration,' but there are too many tasks for the government to handle, so we gathered internal opinions not to name the government."
The committee evaluated that it has established an overall framework, including the national vision, major content, principles of governance, goals, and strategic tasks, during its one-month operation. It has currently organized the national tasks as '123 plus alpha.' The list of practical tasks under the national tasks has been submitted as 650 items, and the plan is to finalize the practical list to about 550 items.
The committee plans to focus on specifying detailed practical tasks and adjusting overlapping tasks in the remaining month. Park emphasized, "Although a month has passed since the committee's launch, we believe we have already covered two-thirds of the way," adding, "Compared to the previous transition committee or the National Planning Advisory Committee, we have accelerated by about a week. In the remaining period, we will organize whether there are any missing parts or if there are any parts that need to be refined more precisely."
