Born in Seoul, he graduated from Gwanak High School and Seoul National University's Department of Public Law, passed the 28th bar exam in 1986, and completed the 18th class of the Judicial Research and Training Institute.
He began his career as a judge at Daegu District Court in 1989 and served as a judge at Suwon District Court Seongnam Branch, Seoul District Court, Seoul High Court, Supreme Court Judicial Researcher, Suwon District Court Chief Judge, Seoul Central District Court Chief Judge, Seoul Western District Court Senior Chief Judge, and Uijeongbu District Court Goyang Branch Chief.
After concluding his 26-year career as a judge, he opened a law practice in 2015.
As a lawyer, the new head Jo has assisted at the forefront in President Lee's Daejang-dong, Baekhyeon-dong, Wirye development corruption allegations, and Seongnam FC case trials.
Kang Yoo-jung, spokesperson for the presidential office, said in a briefing that day, "He is evaluated as a legal professional who is well-equipped with reliability and expertise based on his 26 years of judicial experience and practical experience as a lawyer."
