There are elements of violation of Public Official Election Act Article 250 and Article 86
[Financial News] Civic groups claim that former President Yun Seok-yeol prepared to run for the presidential election during his time as Prosecutor General and should be investigated for violating the Public Official Election Act.
Organizations like the Minsheng Economic Research Institute announced on the 29th that they submitted an opinion to the Public Investigation Division 2 of the Seoul Central District Prosecutors' Office (Chief Prosecutor Jo Min-woo) on the 28th. They have previously accused former President Yun and First Lady Kim Keon-hee of violating the Public Official Election Act.
The Minsheng Economic Research Institute and others stated in the opinion that "a document confirming former President Yun's plan to run for the presidential election from his time as Prosecutor General in 2020 has been identified," and "it is necessary to actively examine his words and actions during his tenure as Prosecutor General in applying Article 250 of the Public Official Election Act, and also actively review whether there is a violation of Article 86 of the Public Official Election Act."
They continued, "Former President Yun resigned from the position of Prosecutor General on March 4, 2021, just over a month before the Seoul mayoral election, and at that time, he issued a brief resignation statement saying, 'My work at the prosecution ends here,' claiming that he had been planning his presidential run since his tenure as Prosecutor General."
They also attached an article stating that former Information Commander No Sang-won planned former President Yun's presidential campaign during his time as Prosecutor General. Former Commander No, a reservist, is a figure suspected of being involved in planning the 12·3 Emergency Martial Law situation.
According to the article, former Commander No wrote a file titled 'Anger and Justice' during former President Yun's tenure as Prosecutor General, containing △actions upon retirement △plans to maintain momentum after retirement △plans for political participation after retirement △preparation of presidential cards.
