[Financial News] The plan to change terms such as 'parental leave' to 'childcare immersion period' or 'childcare period', and 'career-interrupted women' to 'career-transition women' is being quickly promoted. This is part of the revision of negative terms surrounding marriage and childbirth. This year, the budget allocated for direct projects to overcome low birthrate is 28.6 trillion won, and approximately 9.5 trillion won is expected to be allocated to housing-related low birthrate projects. A plan to systematically and professionally manage 'dementia money' at each stage of dementia occurrence is being prepared.
On the 29th, the Presidential Committee on Low Birthrate and Aging Society held the '13th Population Emergency Measures Meeting' presided over by Vice Chairman Joo Hyung-hwan.
In the meeting, the outline of this year's budget for overcoming low birthrate was revealed. The budget for direct low birthrate measures, such as childcare support, is expected to increase by 13% compared to last year to 28.6 trillion won, and the budget for housing-related low birthrate measures is expected to increase by 8% to 9.5 trillion won, according to the Low Birthrate Committee.
The revision of negative terms related to marriage and childbirth was also discussed. It is a policy response to the issue that some legal terms such as parental leave and career-interrupted women limit the positive aspects of the system and foster prejudice. They also decided to simultaneously review changing household terms such as 'in-laws' to 'spouse's family' or 'spouse's home', 'housewife' to 'spouse', and 'stroller' to 'baby carriage' or 'infant carriage'.
An online survey targeting the public will be conducted next month to gather opinions. They plan to finalize the improvement plan and prepare a legal revision plan, aiming to submit the bill to the regular National Assembly in September.
The meeting also discussed expanding examples of financial products that offer preferential interest rates during marriage, pregnancy, and childbirth.
Vice Chairman Joo stated, "Most of the low birthrate financial products currently in operation focus on household support," and "there is a need to further expand efforts to develop financial products for companies that can practically support family-friendly management."
The management plan for dementia money, which is estimated to reach 154 trillion won in 2023, 222 trillion won in 2030, and 488 trillion won in 2050, was also discussed. Dementia money refers to the situation where an individual's assets are frozen due to dementia. It has become a social issue in Japan, which entered a super-aged society earlier than Korea. Although there are assets, it can lead to the bankruptcy of children due to caregiving.
The Low Birthrate Committee decided to review measures such as providing education and guidance at the government level for the elderly aged 65 and over, and improving the private trust system to provide professional life support asset management services, such as medical and caregiving for dementia patients.
The private trust system includes expanding the scope of trust property to include real estate with mortgage loans, and supporting the liquidity of entrusted real estate for the payment of medical and caregiving expenses.
In addition, they decided to regularly disclose dementia money statistics by region and income bracket every year. This year, only the total scale and the scale by dementia stage were disclosed.
