'Eyesore' landscaping stones, passed as an agenda in the association's general meeting
According to the industry on the 29th, the association of the complex held the 79th general meeting on this day and approved the 7th agenda item, 'Contract for specialized landscaping stone construction inside and outside the apartment complex'. A representative of the association's office told Financial News in a phone call, "It is true that the agenda was passed," but added, "We cannot confirm the exact number or amount."
The controversy began in earnest on the 23rd. Residents expressed dissatisfaction, saying that the landscaping stones installed without consultation reminded them of "old-fashioned designs from the 1980s". The excessive budget spent on installing the stones was the main point of contention. At the time, the association chairman explained, "It was a sample installed in advance for the reference of the delegates' judgment and decision."
Residents pointed out that "there were almost no cases where agendas were rejected in the general meeting composed of the chairman's close associates," and that this decision was also a foreseen step.
There were also suspicions that "the landscaping stones, which were estimated at 955 million won during the meeting last April, suddenly turned into 2 billion won in just one month."
Members of the association are demanding a clear explanation of the unilateral decision-making process of the association's executives and the opaque budget execution process. They are particularly questioning why the association continues to operate without establishing a residents' representative meeting, which is the decision-making body for issues within the complex, even though more than 80% of the residents have moved in.
Residents plan to demand the removal of the landscaping stones at the general meeting scheduled for the 27th of next month.
