Seoul City Designates Suseo Housing Special Planning Zone... Presents Height and Density Relaxation Standards
Seoul City announced on the 29th that it held the 9th Seoul Metropolitan City Urban and Architectural Joint Committee on the 28th and approved with modifications a total of 2 cases, including the 'Decision on the Suseo Housing Development District Unit Plan (Change)(Proposal)'.
The Suseo Housing Development District in the Gangnam-gu area of Seoul is a region with excellent natural scenery, bordered by Daemosan to the south, Gwangsusan and Tancheon to the north and east. Additionally, major arterial roads such as Bamgogae-ro and Gwangpyeong-ro are connected around Suseo Station, and it is equipped with convenient transportation networks such as Subway Line 3, Suin-Bundang Line, GTX-A, and SRT.
Seoul City plans to support the reconstruction of 16 housing complexes in the area, aiming to create a pleasant and sustainable residential area.
First, the low-rise complexes in Ilwon-dong near Daemosan (4 locations) have been provided with criteria to upgrade the current Type 1 and Type 2 general residential areas (up to 7 floors) to Type 2 general residential areas to improve reconstruction conditions. Additionally, for the station area Type 3 general residential area housing complexes (8 locations), it was made possible to adjust the zoning through committee review when establishing future maintenance plans, and for the complexes adjacent to Suseo Station (2 locations), zoning upgrades were encouraged to strengthen support functions for regional center development.
Secondly, the characteristics of the area were reflected to realize a pedestrian-friendly environment. A continuous public pedestrian passageway 10 meters wide was planned north-south through the Ilwon-dong housing complex to secure a view corridor to Daemosan, and a pedestrian network along Gwangpyeong-ro was established using the front space of the reconstruction to enhance pedestrian continuity between Ilwon Station and Suseo Station. Additionally, the existing closed park within the complex was relocated to Gwangpyeong-ro to expand street-centered public spaces.
In the Suseo Station area, mixed-use development will support the creation of office, sales, and cultural spaces, and an underground pedestrian connection passage linked to the Suseo Station area will be established to enhance accessibility and connectivity to Suseo Station. To reduce traffic congestion on the frequently congested Bamgogae-ro, a plan was proposed to expand the detour lane towards Garak Market from the existing 3 lanes to 4 lanes.
The height restriction in general commercial areas will also be relaxed. Previously, it was limited to 100m along Bamgogae-ro, 80m along Gwangpyeong-ro, and 25-30m in the inner area, but this will be relaxed to 120m along Bamgogae-ro and 100m in other areas to enable the performance of regional center functions.
Seoul City plans to reflect the opinions of the Urban and Architectural Joint Committee and conduct a re-examination announcement at the end of June, go through a process of collecting residents' opinions, and finalize and announce the district unit plan in August.
The target area is the Pyeongchang-dong area in Jongno-gu, located near Bukhansan National Park, where a district unit plan was established in 2013 to allow minimal development without damaging the natural environment. This change in the district unit plan was promoted to resolve the inconveniences of local residents that emerged during the operation process over the past 10 years since the initial plan was established and to improve the practical living environment.
Seoul City adjusted some permitted uses to allow the introduction of necessary facilities in the area, reflecting local characteristics and resident demands. In the 'Art and Culture Specialized Street' where art museums are concentrated, uses that combine cultural and commercial functions, such as rest restaurants and retail stores, were allowed considering the connection with art museums, and retail store uses were allowed along the roads that are major living streets in the area and where village bus routes operate, considering the daily convenience of residents.
Additionally, an exception criterion was established to recognize the number of floors of existing buildings constructed before the district unit plan was established, and guidelines were introduced to allow minimal excavation considering safety on plots difficult to develop due to protruding bedrock, resolving unreasonable parts and increasing the flexibility of plan operation.
Namjun Cho, head of Seoul City's Urban Space Headquarters, said, "Through the reorganization of the Pyeongchang-dong housing development project site district unit plan, the previously limited development and construction standards have been relaxed, which is expected to resolve the inconveniences of local residents and become a new driving force for regional revitalization."
