Livestock culling compensation varies according to quarantine performance
Compensation for preventable Lumpy Skin Disease reduced by 20%
[Financial News] The Ministry of Agriculture, Food and Rural Affairs has decided to add Lumpy Skin Disease to the list of livestock infectious diseases subject to compensation reduction.
The Ministry of Agriculture, Food and Rural Affairs announced on the 27th that it has revised and promulgated the 'Infectious Livestock Disease Prevention Act Enforcement Decree', which includes incentives for farms with excellent quarantine and penalties for farms with inadequate quarantine.
According to the amendment, Lumpy Skin Disease is considered a preventable disease through vaccination and control of vector insects such as mosquitoes and biting flies, so new standards for compensation reduction have been established. It was stipulated that 20% of the total evaluation amount could be reduced for farms where the disease occurs. Currently, diseases subject to compensation reduction include Foot-and-Mouth Disease, Highly Pathogenic Avian Influenza (AI), and African Swine Fever (ASF), with Lumpy Skin Disease added this time.
Furthermore, for 'excellent quarantine' layer farms that have not had an outbreak of highly pathogenic AI for one year and meet the quarantine standards set and announced by the Minister of Agriculture and Food, the culling compensation reduction rate can be eased. Specifically, the reduction can be reduced within a maximum range of 10% of the total evaluation amount.
Additionally, for violations of the same quarantine standard compliance obligations, the standard has been revised to allow reduction only once.
For example, if a farm does not have a pre-entry disinfection area, previously, there would be a double reduction for 'no pre-entry area' and 'no disinfection equipment', but in the future, the standard has been rationalized to allow reduction only once.
