[Financial News] In the 2025 preliminary designation evaluation for Glocal Universities, 18 innovative proposals submitted by 25 universities were selected. The final designation of Glocal Universities will be announced in September after the main designation evaluation.
According to the Ministry of Education, a total of 81 schools submitted 55 innovative proposals for the 2025 Glocal University preliminary designation. Specifically, there were 37 individual applications, 5 joint applications based on integration (10 schools), and 13 joint applications based on alliances (34 schools). Of the 18 preliminary designations, 4 were universities not designated in the 2024 main designation evaluation, and they maintained their preliminary designation status by improving and developing their implementation plans while maintaining the basic direction of their existing innovation models through separate deliberations by the evaluation committee.
The universities preliminarily designated this time include Kyungsung University, Keimyung University, Kumoh National Institute of Technology, Busan University of Foreign Studies, Soonchunhyang University, Yeonnam University, Chonnam National University, Jeonju University-HoWon University, Jeju National University, Chosun University+Chosun Nursing University, Chungnam National University+Kongju National University, Korea Maritime and Ocean University+Mokpo National Maritime University, Hanbat National University, Hanseo University, etc., and the existing maintenance includes Kyungnam University, Dongshin University-Chodang University-Mokpo Science University, Ulsan College-Yeonam Institute of Technology, Hannam University, etc.
If designated as a final Glocal University in September, each university will receive approximately 100 billion won in support over five years, and regulatory innovation will be prioritized. They will also receive benefits such as inducing investment from government ministries and local governments, and administrative and financial advantages due to designation as a specialized local university under the Local University Promotion Act.
The distinctiveness of the preliminarily designated universities includes △diversification of integration types among universities △strategic industry-academia integration of campuses △diversification of specialized fields of universities and national expansion of specialized education △enhancement of global capabilities of universities linked to innovation.
First, university integration added diverse integration strategies such as campus specialization based on the ultra-regional national university integration of Daejeon-Chungnam and the 1 nation 1 maritime university system that consolidates capabilities among special-purpose maritime universities.
Next, it proposed a model where campus buildings are implemented like industrial sites and directly utilized for education, while universities directly operate productions or jointly produce with industries to generate revenue. It also proposed a model where tourism is promoted, providing services to citizens and tourists with cooperative associations involving students, faculty, and local companies, aiming for both education and revenue generation.
Additionally, it put forward a specialized strategy to strengthen specialized capabilities by diversifying target languages for foreign language education and standardizing educational methods, providing services to universities that find it difficult to maintain foreign language departments. It also differentiated itself by expanding advanced technology faculty in the agricultural field and investing in smart farm clusters to distribute curricula incorporating big data and AI to agricultural high schools and university smart farm departments nationwide and provide practice opportunities.
Finally, it improved global exchange methods. It proposed a model to receive education from overseas industries through global education development with leading aviation countries and export education licenses to demand countries. It also aimed to create an environment where overseas global scholars or researchers can freely stay and participate in university education and research, and to activate the local economy by attracting domestic and international floating populations through "runcations." Additionally, it proposed a foreign student model that systematizes the entire process from recruitment-education-employment-settlement-return management, including developing a standard education model for international students and matching jobs in collaboration with local governments.
