[Financial News] The High-ranking Officials' Crime Investigation Office (Gong Su Cheo), investigating the 12·3 emergency martial law situation, has transferred the treason charges case of Won Cheon Hee, head of the Ministry of Defense's Defense Intelligence Headquarters (Lieutenant General), to the Ministry of Defense.
The Gong Su Cheo official stated on the morning of the 27th at the Government Complex Gwacheon, "The records produced by Gong Su Cheo alone reach 2500 pages, and these have been transferred to the Ministry of Defense," adding, "It is not a request for prosecution, but a transfer of the case."
In response to the reporters' question, 'Did Gong Su Cheo acknowledge the charges against Director Won?', he replied, "It is difficult to answer as it is not a part that Gong Su Cheo can prosecute," and added, "I think the military prosecution will judge later."
According to Article 3 of the Gong Su Cheo Act, the high-ranking officials that Gong Su Cheo can prosecute include △Chief Justice and Supreme Court Justices △Prosecutor General △Judges and Prosecutors △Police officers above the rank of Senior Superintendent. Active military personnel like Commander Won are excluded from Gong Su Cheo's prosecution targets.
Director Won is suspected of having conspired in advance for martial law with former Minister of Defense Kim Yong Hyun and former Intelligence Commander Moon Sang Ho on December 2, the day before the 12·3 emergency martial law was declared last year.
Gong Su Cheo summoned Director Won as a suspect of treason on March 19 and investigated whether he conspired in advance for martial law with former Minister of Defense Kim Yong Hyun and others, and whether he was involved in promoting the Joint Investigation Headquarters' 2nd Investigation Team.
Director Won was the direct superior of former Commander Moon, who was indicted on charges of engaging in important treason tasks, such as instructing intelligence officers to occupy the election commission and arrest related persons.
Former Commander Moon was investigated to have met former Intelligence Commander No Sang Won at a Lotteria store two days before the 12·3 emergency martial law was declared on December 1 last year and received instructions regarding the specific tasks of the 2nd Investigation Team. The 2nd Investigation Team was a martial law command sub-investigation organization that former Minister Kim intended to establish and operate, focusing on former Commander No, a close aide, to investigate election fraud allegations.
